West Bengal Chief Minister Mamata Banerjee is the poorest of all the state heads of the country, whose declared property is only slightly more than Rs 15 lakh. This information is based on the affidavits that the Chief Ministers filed during the last assembly elections, including the by -elections held after December 2024.
According to the affidavit filed by Mamata Banerjee before the Bhawanipur by -election in September 2021, she had “cash” ₹ 69,255 and bank balance ₹ 13.5 lakh, out of which ₹ 1.5 lakh was included in her election expenses account. His affidavit also mentions getting a TDS of ₹ 1.8 lakh for the financial year 2019-20 and the jewelry weighing 9 grams, which is priced ₹ 43,837. The special thing is that there is no mention of land or residential property in his name in the affidavit. The declared property of the Trinamool Congress chief has decreased over time. According to the Income Tax Return of 2020-21, Banerjee’s assets were ₹ 15.4 lakh. At the same time, during the 2016 assembly elections, his assets were ₹ 30.4 lakh.
In contrast, Andhra Pradesh Chief Minister N Chandrababu Naidu remains the richest Chief Minister, whose property is more than Rs 931 crore.
Arunachal Pradesh Chief Minister Pema Khandu is second in this list with a declared property of Rs 332 crore. According to the TOI report, only two of the 31 Chief Ministers are the billionaires. Overall, the joint assets of 31 chief ministers are around ₹ 1,630 crore, as stated in the ADR report.
Omar Abdullah of Jammu and Kashmir has assets of Rs 55 lakh, while Pinarayi Vijayan in Kerala is slightly more than Rs 1 crore, making them third from below.
Yogi Adityanath declared the total price of his assets at Rs 1,54,94,054 in the 2022 election affidavit. This includes cash, balance and savings in six bank accounts. He has a Samsung mobile phone worth Rs 12,000, a revolver worth Rs 1,00,000 and a rifle worth Rs 80,000.
The affidavit also states that the Chief Minister of UP has a gold ear jewelery worth Rs 49,000, as well as a gold chain worth Rs 20,000 and a Rudraksha garland worth Rs. He had declared income of Rs 13,20,653 in fY 2020-21, income of Rs 15,68,799 in fY 2019-20, income of Rs 18,27,639 in FY 2018-19 and Rs 14,38,670 in FY 2017-18. Chief Minister Yogi does not have any agriculture or non-agricultural assets. No vehicle is registered in his name nor does he have any liability.
Rekha Gupta was sworn in as the ninth Chief Minister of Delhi on 20 February 2025. He has declared assets worth more than Rs 5.31 crore. According to his electoral affidavit, he has a debt of about Rs 1.20 crore, as is reported by the Association for Democratic Reforms and Metherators.
Rekha Gupta has not declared any commercial assets and her residential buildings cost more than Rs 2 crore. He has told professional work, share trading and interest income as sources of income.
